THE BACKSTORY:
In Cattle Country, cattle guards (horizontal steel rails) are often placed at fence openings and gates; in roads intersecting with highways and sometimes even across highways. Cattle guards prevent cattle from crossing into another area because cattle will not step on the "guards."

A few months ago, the President received a report that there were over 100,000 cattle guards in Colorado. To cut costs, he ordered the Secretary of the Interior to fire half of the guards immediately.
