Too many cattle guards!!

THE BACKSTORY:

In Cattle Country, cattle guards (horizontal steel rails) are often placed at fence openings and gates; in roads intersecting with highways and sometimes even across highways. Cattle guards prevent cattle from crossing into another area because cattle will not step on the "guards."

THE STORY:

A few months ago, the President received a report that there were over 100,000 cattle guards in Colorado. To cut costs, he ordered the Secretary of the Interior to fire half of the guards immediately.

But before the Interior Secretary could respond and straighten him out, Vice-President Joe Biden intervened with a request. He requested that, as part of the Administration's Economic Stimulus Jobs Program, the guards be given twelve months retraining...
